一、项目概况 / Project Overview
纳米比亚奥沙卡蒂水处理厂扩建项目需完成第二批管道管件的进口清关及陆路运输服务，将货物自鲸湾港（Walvis Bay）运输至奥沙卡蒂（Oshakati）项目现场。
The Oshakati Water Treatment Plant Expansion Project in Namibia requires import customs clearance and overland transportation services for the second batch of pipe fittings, from Walvis Bay to the Oshakati project site.
二、招标内容及数量 / Scope and Quantity
服务范围：提供第二批球墨铸铁管道及配件（执行标准：ISO 2531、BS EN 545）的进口清关、港口操作协调、海关监管手续办理、VAT税费处理、港杂费结算、港口提货，以及鲸湾港至奥沙卡蒂项目现场的全程陆路运输服务。服务商负责清关全流程手续办理及运输车辆调度。
Scope of Services: Provision of full-service import customs clearance, port operation coordination, customs supervision procedures, VAT tax processing, port miscellaneous fee settlement, port cargo pickup, and complete overland transportation from Walvis Bay to Oshakati project site for the second batch of ductile iron pipes and fittings (standards: ISO 2531, BS EN 545). The service provider shall be responsible for all customs clearance procedures and transportation vehicle scheduling.
三、合格供应商资格要求 / Qualification Requirements
1. 依法注册的纳米比亚本地物流或清关运输服务企业，具备纳米比亚海关授权清关代理资质；
2. 熟悉鲸湾港（Walvis Bay）申报流程、VAT税款计算、港杂费结算及海关监管要求；
3. 具备重载陆路运输能力，可提供平板车、低板车等适合大型管道运输的车辆；
4. 具有工程类物资清关及运输经验，优先考虑在纳米比亚或南部非洲有同类项目服务经验者；
5. 信誉良好，无重大违约记录及海关违规处罚记录；
6. 必须为直接服务提供商，不接受代理或中间商转包。
Qualified suppliers must be legally registered customs clearance and transportation companies in Namibia with authorized customs broker qualification, familiar with Walvis Bay port procedures, possess heavy-haul transportation capability, have relevant engineering logistics experience, good reputation, and be direct service providers (no agents or intermediaries).
四、报价要求 / Quotation Requirements
· 报价货币：纳米比亚元（NAD）；
· 报价有效期：不少于30天；
· 报价必须包含清关代理费、港杂费、码头操作费、VAT税费垫付、陆路运输费、装卸费、保险费等全部相关费用；
· 付款条件：完成全部清关手续并具备陆路运输条件后支付50%预付款，货物全部运输至奥沙卡蒂项目现场并经验收合格后支付剩余50%；
· 服务商需代甲方垫付港杂费、码头操作费、船务公司费用、关务费用等相关费用，结算时凭有效票据实报实销。
Quotation currency: Namibia Dollar (NAD). Validity: not less than 30 days. All costs including customs clearance agency fee, port miscellaneous fees, terminal handling charges, VAT advance payment, overland transportation fee, loading/unloading fee, insurance and other related costs must be included. Payment terms: 50% advance payment upon completion of all customs clearance procedures and readiness for overland transportation; remaining 50% upon delivery of all goods to Oshakati project site and acceptance inspection.
