3.项目概况 | Project Overview:
为满足非洲市场当前及未来数年的战略发展需求，中国联通计划在尼日利亚拉各斯新建一个POP节点。本次采购拟租赁一个8KW标准机柜，以及相邻的一个可容纳8KW机柜的空地（空地需具备机柜及配套设施一体化安装的条件）。
To support the strategic development needs of the African market for the current and upcoming years, China Unicom plans to establish a new POP node in Lagos, Nigeria. This procurement intends to lease one 8KW standard cabinet and an adjacent open space capable of accommodating another 8KW cabinet (The open space must be ready for the integrated installation of the cabinet and its supporting facilities.).
4.合同期限 | Contract Period:
总合同期限为3年。合同期内租金固定，不得涨价。合同采用“1+1+1”模式，逐年续签。
The total contract period is 3 years, during which the rental price shall remain fixed with no price increase permitted. The contract follows a “1+1+1” model and is renewed annually .
5.最高投标限价 | Maximum Bid Price:
本项目设置最高投标限价。三年合同期内的含税总价最高不得超过36.4万美元。
A maximum bid price is set for this project. The total inclusive price for the three-year contract period shall not exceed USD 364,000.
二、 资格要求 | Qualification Requirements
1.合法注册 | Legal Registration:
在全球任意地区合法登记注册的独立法人或其他组织。需提供合法有效的注册登记证明文件，包括但不限于：公司注册证书、税务登记证明、银行账户信息，以及其他能证明公司业务范围和经营资质的文件。
Must be an independent legal person or other organization legally registered in any region of the world. Must provide valid legal registration documents, including but not limited to: Certificate of Incorporation, Tax Registration Certificate, Bank Account Confirmation Letter, and other documents proving the company's business scope and qualifications.
2.财务凭证 | Financial Invoices:
承诺可提供符合中国联通国际有限公司财务要求的有效发票或收据。
Undertake to provide valid invoices or receipts that meet the financial requirements of China Unicom Global Co., Ltd.
3.法律纠纷 | Legal Disputes:
在近3年内，作为当事人的诉讼及仲裁案件不超过3项（含3项）。
No more than 3 (inclusive) lawsuits or arbitrations as a party in the recent 3 years.
4.商业信誉 | Business Reputation:
承诺具有良好的银行资信、商业信誉和较强的综合实力，能够满足招标人的要求。目前未处于被责令停业、财产被接管或冻结、破产状态。
Undertake to have good bank credit standing, commercial reputation, and strong comprehensive strength to meet the tenderee's requirements. Must not be in a state of being ordered to suspend operations, having assets taken over or frozen, or bankruptcy.
5.关联关系 | Conflict of Interest:
承诺不存在与其他投标人公司负责人为同一人，或存在控股、管理关系的情况，并同时参与本项目。
Undertake that there is no other bidder participating in this project with the same legal representative, or with whom there is a holding or management relationship.
6.供应商黑名单 | Supplier Blacklist:
承诺未处于中国联通供应商黑名单的禁入期限内。
Undertake not to be within the prohibited period of China Unicom's supplier blacklist.
7.合同签署主体 | Contract Signing Entity:
供应商需具备以“总包”方式开展业务所需的资质，即能够与中国联通南非运营有限公司 (China Unicom South Africa Operations Co., Ltd.) 签署相关合同并提供相应的本地服务。
The supplier must have the qualifications required for the "turnkey" or "package" business model, meaning it must be able to sign the relevant contract with China Unicom South Africa Operations Co., Ltd. and provide the corresponding local services.
8.联合体投标 | Consortium Bidding:
本项目不接受联合体投标。
Consortium bidding is not accepted for this project.
9.“1美元协议” | "1 USD Agreement":
供应商需承诺接受并签署由中国联通出具的“1美元协议”（详见招标文件附件），以支持中国联通在当地合法合规地开展业务运行。
The supplier must undertake to accept and sign the "1 USD Agreement" issued by China Unicom (See the attachment to the tender documents for details.) to support China Unicom's legal and compliant business operations locally.
10.机房中立性 | Data Center Neutrality:
机房必须为中立机房。中立性指中国联通有权向除机房运营商以外的供应商采购传输线路并接入。如当地法律另有规定，则遵循当地法律。
The data center must be neutral. "Neutral" means China Unicom has the right to purchase transmission lines from suppliers other than the data center operator and have them connected. If local laws stipulate otherwise, the local laws shall prevail.
11.主流运营商接入 | Access to Major Operators:
机房必须已入驻尼日利亚本地主流运营商。
The data center must already have accommodated major local operators in Nigeria.
12.海缆接入 | Submarine Cable Connectivity:
机房必须已接入NCSCS海缆系统。
The data center must be connected to the NCSCS submarine cable system.
13.机房等级与认证 | Data Center Tier & Certification:
机房需为Tier III及以上标准（须提供有效认证证书），并至少通过ISO 9001质量管理体系认证。
The data center must meet the Tier III standard or above (a valid certification must be provided) and must have obtained at least the ISO 9001 certification.
14.运维保障 | Operation & Maintenance:
机房必须提供7x24小时的监控和现场维护人员。
The data center must provide 24/7 monitoring and on-site maintenance personnel.
15.电力保障 | Power Supply:
机房须为机柜提供1+1主备双路供电。
The data center must provide 1+1 primary and backup dual power feeds to the cabinet.
16.流程文档 | Procedural Documentation:
供应商需提供商务、交付及故障升级流程列表。
The supplier shall provide a list of procedures for business, delivery, and fault escalation.
17.清关协助 | Customs Clearance Assistance:
供应商需同意利用其自身资质协助招标人进行设备清关。
The supplier must agree to utilize its own qualifications to assist the tenderee with equipment customs clearance.
三、 资格审查方式 | Qualification Review Method
本项目采用资格后审方式。资格审查标准和内容详见招标文件第三章“评标办法”。凡未通过资格后审的投标人，其投标文件将被否决。
This project adopts the post-qualification review method. The standards and contents of the qualification review are detailed in Chapter III "Bid Evaluation Method" of the tender documents. Any bidder failing the post-qualification review will have its bid rejected.

通过邮件发送报名申请至 *** 进行报名。邮件主题请注明“【报名】2026年尼日利亚POP点机柜租赁项目+公司名称”。报名成功后，招标文件将通过邮件发送至报名登记邮箱。

五、 投标文件的递交 | Submission of Bids
